Senior Preconstruction Specialist – York, PA

Kinsley is seeking an experienced and driven Senior Preconstruction Specialist for our growing team. Based in Kinsley’s Central PA office located in York, PA, the Senior Preconstruction Specialist is responsible for the overall coordination of the project and all team coordination and leadership during preconstruction. Primary activities and responsibilities will be in the design and preconstruction phase of the project. A successful candidate should possess 7 to 10 years experience in preconstruction, strong communication and organizational skills, and a willingness to learn.


  • Navigation of construction drawings and specifications
  • Organize and maintain all contract documents and specifications
  • Develop expert comprehension of all contract requirements, including all trade drawings and specifications, geotechnical reports, complex construction contracts and agreements, etc.
  • Manage the development scopes of work and preparation of bid tabulation sheets
  • Obtain competitive pricing from material suppliers and subcontractors as required; gather interest from subcontractors and suppliers on projects by phone (primary) and email communication
  • Develop meeting agendas by taking accurate and detailed meeting minutes
  • Prepare accurate quantity takeoffs and scope sheets for all trades
  • Perform cost analysis & cost history
  • Perform conceptual budgeting using project cost history
  • Develop preliminary project schedules
  • Own the review of plans and specifications for completeness and prepare RFI’s for additional information required
  • Review plans and specifications for constructability
  • Secure necessary proposal requirements, including:
    • Wage rates
    • Equipment rates
    • Bonds
    • Insurances
    • Taxes
    • Permits
    • Licensing
    • M/WBE
    • LEED
    • Grants & Funding Sources (RACP, HUD, Fair Housing, etc.)
  • Review contract requirements with in-house legal and subcontractors
  • Develop and manage bid invitations
  • Prepare detailed estimates and update the current project estimate for changes or additions to the scope of the project
  • Prepare scope of work and proposals
  • Intimate and demonstrated knowledge of building and construction codes
  • Knowledge of means and methods to economize competitive advantage (value engineering)
  • Demonstrated understanding of construction methods and standard specifications for work Kinsley performs
  • Recognition of the construction approval and permitting process
  • Contract negotiation
  • Negotiation with subcontractors (buyout)
  • Negotiation with owners
  • Assist the marketing group in the procurement of projects
  • Monitor cost on projects for variances to the estimate and for use in preparation of bids on future projects
  • Coordinate the final scope of work, contract, manpower and schedule requirements with subcontractors prior to award of the subcontract
  • Maintain ongoing relationship with operations project team after transfer and continue monitoring project costs; support project team to ensure successful project execution
  • Demonstrated experience leading design and estimating/bid teams in the following:
    • Design Team and Coordinate Design (developing)
    • Manage RFIs for entire project
    • Set team strategy
    • Estimating/Takeoff Coordination
    • Detailing scope of work
    • Bid form and proposal preparation
    • Review contract requirements with in-house legal and subcontracts
    • Assist marketing group with proposal preparation
    • Buyout and transfer project to Project Management
    • Establish new project (all elements)
  • Obtain competitive pricing from material suppliers and subcontractors as required
  • Develop bid packaging for Construction Management projects
  • Demonstrated proficiency with mathematics and complex calculations
  • Lead effective and constructive meetings
  • Champion the “Careers Grow” culture by developing employees through participation and leadership in training initiatives, committees, mentoring or similar contributions
  • 4 Year post-secondary degree preferred
  • 7-10 years’ experience in preconstruction is required
  • Must have experience in: CPM Scheduling; Estimating; Cost Tracking; Project Permitting; Contract Negotiation; Sage Estimating; Advanced Excel Functions; MS Office Proficient and Bluebeam Revu
  • Preferred experience in: Building Information Modeling; Autodesk Revit Software; Navisworks Manage; Trimble Sketchup; On-Screen Takeoff; Primavera P6 and Viewpoint Construction Software
