Kinsley Construction Supports $2.1M Hanover Trolley Trail Expansion

HANOVER, Pa. (May 21, 2025) – Kinsley Construction is proud to partner with the York County Rail Trail Authority on a transformative $2.1 million project to expand the Hanover Trolley Trail. The trail will extend through Heidelberg Township, connect Gitts Run Road to Jacobs Mill Road and introduce new wetlands along Oil Creek.

The project includes the construction of 3,300 feet of paved trail and 1,000 feet of stone trail as part of a 1.8-mile expansion along a former railroad corridor. Once completed, the trail will serve as a safe and accessible route for walking, biking and outdoor enjoyment. A central feature of the project is a new pedestrian bridge over Oil Creek, which will further link the area’s trail access points. Kinsley Construction’s Site and Highway & Bridge teams are leading key components of the project, including:

Removal of old railroad ties and placement of a concrete deck on an existing railroad bridge
Construction of a concrete abutment wall and K-ROCK retaining walls
Installation of piers and footers for a future pedestrian bridge over Oil Creek
Creek bed stabilization and associated landscaping

Kinsley Construction is serving as the general contractor for the project, working closely with C.S. Davidson, Inc. and LandStudies to bring the trail to life. Additionally, Aquatic Resource Restoration Company is serving as a subcontractor on this project, removing legacy sediment from Oil Creek to help restore the floodplain to its natural state. This work aims to reduce future pollution, improve water quality and create healthier habitats for local wildlife. Several segments of the Hanover Trolley Trail in Hanover Borough, Spring Grove, Jackson and Penn Townships are already open to the public. Construction on the expansion began in April and is expected to be completed by the end of the year.
