An Inside Look at Kinsley Construction’s Dagsboro Office

Kinsley Construction’s Dagsboro, Delaware office may be the farthest from the “mothership” in York, Pennsylvania, but it’s quickly making waves across the Mid-Atlantic Region. What began as a small team just three years ago has rapidly grown into a powerhouse operation, tackling major projects and expanding the company’s presence on the Eastern Shore.

Making Waves

With a vision to expand its services beyond Pennsylvania, Kinsley Construction recognized the potential of establishing an office in Dagsboro, Delaware. The office officially opened in August 2022, driven by a dedicated team eager to make the venture a success. Initially a small group of 10 employees, the team wasted no time diving into their first major project—Pelican Point. This 35-acre residential community development in Millsboro, Delaware, marked the office’s entry into the Dagsboro market. The scope of the project involved clearing 14 acres of forested land; moving 130,000 cubic yards of dirt; and installing 4,000 linear feet of sanitary sewer, 4,800 linear feet of storm drain, 4,500 linear feet of water line and 9,100 linear feet of roadway.

Since completing this first project, the Dagsboro team has grown to approximately 60 employees, including office staff, field workers and specialized roles like safety professionals and mechanics. To date, the Dagsboro office is focused primarily on site work projects, with a goal of expanding into building and industrial work in the future.

Leaving a Footprint

In 2023, the Sussex Conservation District recognized the team’s dedication to environmental stewardship with two Conservation Stewardship Awards. This award program honors organizations that exceed Delaware’s sediment and stormwater regulations to protect and preserve Sussex County’s natural resources.

The first, the Residential Site Contractor Award, was presented for our Atlantic East project, completed in June 2023. This 28-acre residential subdivision, adjacent to Rehoboth Bay, borders both federally regulated non-tidal wetlands and state-regulated tidal wetlands, all part of the Inland Bays watershed. Our scope of work included clearing, earthwork, sanitary and storm sewer installation, water utilities, concrete curbs, stone base and paving to develop 42 single-family homes.

The second, the Green Conservation Award, recognized the team’s work at the Inland Bays Regional Wastewater Treatment Facility, where they enhanced groundwater and stormwater quality while improving drainage. This $14 million initiative, in which the team served as the general contractor, involved overseeing grading and stormwater improvements along a 1.5-mile stretch of Cannon Road and Inland Bays Road. Funded by Sussex County, the project required moving 800,000 cubic yards of dirt to regrade 275 acres of agricultural land and constructing an eight-acre submerged gravel wetland facility. This project was completed in June 2024.

As the Cannon Road project was wrapping up, the Dagsboro team was awarded their largest self-performing project to date for Sussex Technical School District. This $27 million initiative involves developing a 145-acre site for a new 509,000-square-foot vocational high school, which will feature new baseball and softball fields, a football stadium, a turf track and all associated parking and access roads. Described as the largest school construction project in Delaware’s history, the high school will offer training for high-demand vocational careers, trades, apprenticeship programs, military pathways and other postsecondary options. The project is currently underway and is expected to be completed in 2028.

The award of the Sussex Technical High School project was truly a team effort and a meaningful moment for the entire office. We’ve had the chance to really get to know one another, and it’s exciting to experience moments like this together. We’re a small team that feels more like family.

Charting the Course

One of the latest efforts out of the Dagsboro office is the Four Winds Farm subdivision. As the general contractor, the team will oversee the development of 65 acres within this 169-acre project, which will feature 366 homes, a pool and a clubhouse. Their scope of work includes road improvements; off-site water extensions; the installation of a wastewater pumping station and storm, sanitary and water structures; earthwork; concrete; and paving. The project is set to be completed in summer 2026.

While residential projects have been the primary focus, the Dagsboro team is eager to explore new markets, including healthcare, hospitals, assisted living, utilities and road improvements. As a relatively new office, building strong relationships within the local community is a top priority. The team is committed not just to completing projects, but also to becoming a trusted partner in the region.

In just a few years, Kinsley Construction’s Dagsboro office has grown from a small startup into a key player in Delaware. With every project, the team continues to solidify its reputation, expand its capabilities and foster strong connections within the community. As they tackle new projects and venture into new markets, their commitment to construction done right remains at the forefront. One thing is for “shore”—there is much more to come!
